  The Northwestern City of Chesapeake in southeastern Virginia...
  The City of Norfolk in southeastern Virginia...
  The City of Portsmouth in southeastern Virginia...
  The Northwestern City of Virginia Beach in southeastern Virginia...

* Until 815 PM EDT.

* At 613 PM EDT, Doppler radar and automated rain gauges indicated
  thunderstorms producing heavy rain across the warned area. Up to 1
  inch of rain has fallen. Additional rainfall amounts of 1 to 2
  inches are possible in the warned area. Flash flooding is ongoing
  or expected to begin shortly.

  HAZARD...Flash flooding caused by thunderstorms.

  SOURCE...Radar and automated gauges.

  IMPACT...Flash flooding of small creeks and streams, urban areas,
           highways, streets and underpasses as well as other poor
           drainage and low-lying areas.

* Some locations that will experience flash flooding include...
  Old Dominion University, Downtown Norfolk, Norfolk State
  University, Ocean View, Virginia Wesleyan University, Churchland,
  Norfolk, Portsmouth, Norfolk NAS, Ghent, Norview, Norfolk
  International, Western Branch, Wards Corner and Willoughby Spit.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.
